The Arab oil embargo put an end to that, with city fathers outlawing crusing. The Woodward Dream Cruise is the annual revival of the practice, a concession to cruisers angry at being grounded. Over the years it has become a week-long festival, drawing about a million participants and spectators from all over the world.
